Dude, that's called an ordenance and not a law. Plenty of these are in play all over the country. Did you know Mass. has one where women are not allowed to mow the lawn topless?

It's impossible to inforce, and also would be overturned in the supreme court if someone ever fought it.
They could probably get it passed initially. However if it was taken in front of the Supreme Court there is no way that it could stand because it is unconstitutional.

Atlanta has the right to pass the ordinance. However, the better question is whether or not it will stand up in court. I think when we start to legislate details we will ultimately fail. The better course of action would be to pass a generic indecency ordinance and then let the courts decide what that means. Heaven help the old lady who bends over to pick up a penny and splits her pants.
Well since they're not the 1st city to pass this type of law I don't think there will be any relevant legal challenges. A similar law was passed a few years ago in Louisiana near New Orleans because people got tired of seeing these idiots and hoodlums with their pants hanging down below their bottoms. I can only hope every major city in the USA passes some version of this law.

But if enough people disagree with the law it will be repealed.
