How long do you have to wait to be paid for a contracted job IF THEY GAVE YOU A PAYMENT TIME FRAME?
I did a contracted job for this promotion company back in June before fathers day, and they told me that payment should take about 4-6 weeks. Well here it is August 16th and still no payment. I contacted them through their "pay inquiry" form and they sent me an email saying "that they did'nt have payment from the company yet". But they still are doing promotions for this company though! Should'nt they have been paid for the first promotion that they did so they can pay the people who worked it? My real question is HOW LONG DO I HAVE TO WAIT TO SUE FOR UN-PAID SERVICES?

Since you have documentation for the work, six weeks after services were rendered by you.
Don't go suing just yet, you may lose a future client. If this is an Ad agency or something similar, the reason you haven't been paid yet is as follows:
Agencies hire all kinds of vendors to do a project for a client (artists, printshops, designers, tv production companies, etc.). Then they have to wait to receive invoices from all of these vendors, and they submit to their client one big bill for the total amount. Often what happens is, you finish your part of the job, but the printer or whoever has yet to submit their invoice. The agency has to wait for all the vendors to submit their invoices before they bill the client. Sometimes this takes months. Finally, they will pay everyone at once.
You should definitely keep following up with them, but try to understand the process. They should have explained this to you in the first place, really. But just in case, you can send a company to a collection agent after 90 days past due. Keep in mind though that you will rarely get the money, and have possibly burned a bridge in the process.
Give a direct phone call to the person who you worked with there, and find out their procedure. Explain yourself calmly. Next time when you work for them, let them know in writing that you expect payment within 30 days. You may or may not get prompt payment, but at least you'll have a reason to keep following up.
