Can a parent w/ joint legal custody & full physical custody grant guardianship w/o other parent's approval
We live in Virginia. The person (hopefully) receiving guardianship would be the step-mom

Nope. You share legal custody, which means any decisions have to be made in conjunction with the other parent. You cannot make any major life decisions about the child without the other parent's consent. Physical custody just grants you the right to have the child in your physical control.
