How black money is generated and remained untraced?

we know the existence of black money . we know the persons. we know the banks. we know the locker numbers. we know the goldsmith, the jewllers' shop. we know the lnad records, the benami deals , the regn of the cars and still can unearth. do we need some uncultured, raw, not-so-talented, not-so-meritorious, not so highly placed in the social order, not so fair, not so eloquent, not from so called good families ill educated indians of indian origin ( genes ) to help the highly talented, meritorious officials at the finance min office. we are willing to blow the whistle.

just imagine -- you give your excess money to someone in India and those Indians call someone in America and tell them to send you(for eg) so much amount of money. Then those Americans send you the money to your bank account. So,even if the tax people ask you about the money you can say that your relatives who live abroad sent you(as a gift maybe)

black money is generated by finance ministries by making paper work difficult out of normal persons understanding like latest itr forms.u can see all the black money at govt babus home .irrespective of position.
