It could be, but I'm not sure it is. It probably falls under the commerce clause. If you have a prescription, you should be able to get it filled by a pharmacy in any state.
Might be, but shouldn't. There is a similar law in some states that a minor cannot cross state lines to have an abortion. Heck, might as well have a law that says you cannot cross state lines to gamble in Las Vegas.

State laws need to stop at state boundary lines. What you do on the other side of the border is no state's business.
