Can anyone solve my driver's license issue?

I recently got a new job which requires me to live in CA (where I'm from) and VA. I have homes in both states. I currently have a CA driver's license.
I take a tax exemption (Prop 13) for my property in CA, and I am registered to vote in CA. I'm considered a CA resident under CA law. Because I'm a CA resident, I need a CA driver's license to drive in CA.
VA says nonresidents can only use their out-of-state license for 6 months. I will be there more than 6 months, so I will need a VA license as well.
But apparently you're only allowed to have one license at a time. If I want a VA one, I will have to hand over my CA one.
WTF?!? I am supposed to just keep going to the DMV every time I travel?

I had a Colorado license but Indiana plates for several years. Unfortunately they want you to go and spend the money on a new license everytime you move! Usually the legal question is where do you spend most of the time residing in a calender year? AKA where are you or your vehicle domicile?

This is exactly correct. Since you are a NONRESIDENT of Virginia, you can use your CA license as long as you want.
