Any lawyers/ law students PLS HELP !!!?

Case Senario:
A friend of mine was caught illegally downloading some anime and was asked to pay a fine with just a simple letter stating the amount to pay. This is how it goes. Anime license companies in Japan are working through this company (Odex) in singapore. A letter was sent to him to first tell him that he needs to meet up with this guy from the sg firm. Upon meet up he told him that the firm will be sending all the info to Jap for the companies there to decide on the amount to fine him and he will recieve a letter in about a week's time.

Last week, he recievd an email to notify him that he has to go back to the sg firm to meet that same guy, and pay this fine (never state when/deadline). As my friend was unable to meet him today, he call up the firm to push the appt to this fri, and that guy told him by word of mouth that he needs to pay the fine on that appt. That guy says that he is just working by instructions, and he insists that he doesn't know any other info and we

Odex is a company that licenses and releases anime for local and regional (South East Asian) consumption.

Be very careful this doesn't seem right.
Don't sign nothing unless you are 120% sure what its about.

Only a financial institution(collection agent) can demand money for a companies product the last time i checked.

You might need to get yourself a lawyer.(if needed or possible)

it sounds like this firm is conductin fraud. You should never be asked to pay a fine to a company unless it is a financial institution. I would go to the BBB and look up the company name(firm name) and see if their are any complaints or even if they are legit.
If you are uncertain contact the police. Although you're not supposed to copy or download videos,movies, etc... without consent most police stations can't be bothered to press charges for something so petty that everyone does.
The police can tell you for sure what you should do.
What a load of rubbish, just refuse to meet up with this guy and tell him to take your friend to court and let them sort it out. Individuals don't have the legal right to fine anyone and make them pay. If he owed money to someone that's a different matter. Japanese law does not extend to Singapore which is another country and this could never be enforced by any Japanese company. I would stand up and refuse to meet this guy and refuse to pay and let the Japanese take him to court in Singapore, they would lose hands down.
