Can a Home Owners Assoc. in WA. state legally fine you for an 'alleged' violation?
This HOA routinely warns, then a few days later issues a written violation that carries a $100 fine and refuses to disclose who complained or any other specifics ie. exactly what occured, when, and where, nor proof that it indeed was you or your dog.

It depends, if your neiborhood has rules/laws/guidelines (they call them different things all across the US, but you get the point, someething like those) and the rules clearly state that they can fine you for not following the rules then yes. If they clearly state that they must tell you why, or etc. then no. Ask for a copy of the rules/guidelines/laws/covneces (spelled wrong) and see if they state anything, if they do, I am sorry to tell you that yes you do have to pay, or they can report it, and have a bill collector come, and repo something if you refuse to pay something, but remember the rules must CLEARLY STATE! Yes they can. If you don't pay it, they will place a lien on your home. You should have an appeals board as well, consult them.
When you became part of that Home Owner's Assoc., you signed a contract. Part of that contract probably outlined or described what and what not was acceptable as a member. If what occured transgresses the clauses in that contract which you signed, then yes they can legally do whatever that contract also said they can do. Read before you sign.
Yes, this is why I am smart enough to never live in a place where every wannabe hitler can pull this kind of stuff.

There should be an arbitration process where you can require them to give this proof.
